01. The Challenge

The Constraint: Extreme Rolling Hazards, Tidal Windows, and Zero-Shock Tolerances

Underground and submarine high-voltage transmission cables are among the most sensitive industrial cargo in power utility construction. Each steel reel in this consignment measured 3.8 meters in diameter, spanned 2.6 meters across the barrel flange, and weighed approximately 28 metric tons. Unlike structural steel beams or inert construction modules, electrical cable drums cannot tolerate impact shock, twisting torsional forces, or puncture damage to their outer insulating jackets without causing high-voltage dielectric breakdown during future operation.

The route from the manufacturing facility in Jakarta to an expanding power substation in the hinterlands of Banjarmasin, South Kalimantan posed compound technical challenges:

  • Cylindrical Rolling Instability: Because cable reels are cylindrical, any rapid deceleration on road trailers or rolling wave action during maritime transit creates massive kinetic rotational force that standard strapping cannot arrest. Without engineered timber cradles and rigid welded steel stoppers, drums can break free with catastrophic consequences.
  • Tidal Ramps & Barito River Sandbars: The destination in South Kalimantan lacked a conventional deep-water port terminal near the job site. Delivery required an LCT (Landing Craft Tank) vessel to cross the Java Sea, navigate the shallow river bars of the Barito River, and beach directly onto an unpaved river landing subject to an extreme 2.8-meter tidal swing.
  • Narrow Bridge & Substation Access Roads: The final 35-kilometer overland stretch from the river discharge bank to the substation featured weak secondary bridges and unpaved clay access tracks that turned into impassable mud under tropical rains.
02. Engineering & Marine Logistics

The Plan: Custom Saddle Cradle Fabrication and Dedicated Ro-Ro Vessel Charter

To guarantee zero transit shock and eliminate dynamic load shifting, DSK’s naval architectural and rigging team designed a comprehensive multimodal transport manual:

Engineered Timber & Steel Saddles

Custom heavy hardwood saddles (bantalan kayu ulin) were precision-notched to match the 3.8-meter reel radius. These saddles were secured to lowbed trailer decks with welded steel angle stoppers and cross-tensioned with 16mm Grade 80 chains passing through the central reel arbor shaft, isolating the delicate outer cable wraps from all direct metal-to-cable contact.

For the maritime leg, DSK chartered a 1,500 DWT Landing Craft Tank (LCT) equipped with an 8-meter reinforced bow ramp. This allowed the road lowbeds to roll directly onto the vessel deck (Ro-Ro) in Sunda Kelapa / Tanjung Priok, eliminating the high-risk harbor crane lifting step over water.

Our hydrographic survey team monitored daily tidal charts at the Banjarmasin river mouth, establishing a 3-hour high-tide operational window during which the LCT could safely lower its bow ramp onto the reinforced gravel landing pad without risk of grounding on river silt.

03. Execution

The Execution: Java Sea Crossing, Tidal Landing, and Hinterland Crawl

The initial overland transfer from the manufacturing facility through East Jakarta to the maritime terminal was conducted between midnight and 04:00 WIB with escort sweeper teams ensuring all overhead clearance margins exceeded 500 mm.

Once aboard the LCT vessel, deck lashing commenced according to our certified Marine Cargo Lashing Plan:

  • Deck Welding & Turnbuckle Securing: Heavy D-rings and stopper brackets were welded directly to the vessel deck framing. Each reel was secured with four diagonal steel turnbuckles tensioned to a calibrated 120 kN, neutralizing 25-degree roll forces anticipated during open Java Sea sea-swell conditions.
  • Sea Transit (540 Nautical Miles): The voyage across the Java Sea was tracked in real-time via satellite AIS. Weather windows were actively managed to avoid monsoon squall fronts, completing the ocean passage in 68 hours at an average speed of 8 knots.
  • Tidal Beaching in South Kalimantan: Reaching the Barito river confluence, the LCT dropped bow anchors and approached the pre-compacted beaching ramp precisely at peak high tide (+2.6m CD). Heavy steel bridging plates were positioned over the vessel lip, and the tractor-trailer assemblies rolled off the ship under their own power.
  • Hinterland Road Crawl: DSK pilot trucks and mechanical crews graded soft clay ruts ahead of the convoy with steel road mats (plat baja) over two vulnerable culvert crossings, walking the consignment safely into the PLN substation perimeter.

Upon site arrival, a 70-ton mobile crane mobilized by DSK lifted the drums using certified heavy-duty spreader beams directly onto the substation's concrete mounting jacks.

04. Results

The Outcome: Zero Dielectric Faults and Seamless Grid Commissioning

On-site post-delivery electrical megger and continuity testing verified 100% conductor integrity with zero insulation degradation across all cable coils.
